One account for two phone numbers

As mentioned, one account - one email.  However, you might be able to set up an alias for your existing email address.  For Public Mobile, it would look like two separate emails.

Sorry, only an email address can only be used to create one account for one number 

If you need a 2nd one, use another email address to create another account
