sorry, NO.

All new account since end of Jan 2021 will be on the new Public Points and new accounts will collect 5% back in points.  Collect to 15 points and you can redeem to $15 bill credit

No way to get back into the old rewards system.  Your only hope is someone cancelling the service and willing to arrange with you and let you take over the old account
