If I purchase a used android phone, (I currently have an Samsung A5), do I understand correctly that I simply swap the sim card, and there is no further set up to start using the new phone?

Yes and no. Check out this list to see if it will work on Public Mobile. Which phone is it?? Also, be careful of buying a used phone. They may be from another country and if a factory reset is done, it may be locked.
Here's the thing. It may work on the 3G network but may not work on 4G or 5G. And if Public Mobile doesn't add it to the whitelist when 3G is dead in Canada, the phone will be useless.

@Danguitaraddict - Yes, that is true, just remove SIM from old device and insert it into New Device and your phone number is moved.
There could still be a trouble though if you have an issue with the APN or calls, texts, or data use. These settings are changeable in the Cellular settings on the new phone. APN link: https://www.publicmobile.ca/en/on/get-help/articles/set-up-data-on-an-android-phone

yes, just put the sim in the new phone
if sim is too big, there is a outside you can remove to make it smaller
