so, the number you posted, is that a number from another provider?

or is that a number you have been using on Public Mobile?

 

if it is a number from another provider and you would like to port into PM, you need to go to My Account now and request Change number and then select Transfer number.  Provide account number as the porting information

If that number is in fact a PM phone number you have been using, then you should not activate that sim card. The proper step to swap an existing PM number to a new sim card form an old (lost) sim card is to login to My Account and request Change sim card, not go to activation portal to activate.  If you tried to change to a new sim card for an exiting PM number, it likely too late.  Let us know and will advise
