Issues with the port would mean that incoming calls wouldn't work. The fact that you can't make outgoing calls means it's something different. Are you sure the new account activated?

Just may be worth a try —— complete shut down your phone and wait at least 60 seconds before powering on again.
PS- you did remove your physical sim - right?

your problem is the account setup and not related with the port. You cannot use Chatbot to open ticket at this stage, so message PM with this Link
