Hey!! Have the plan with 100 mins 250mb data and unlimited text messages. Can’t receive text messages unless I have wifi to connect to. My mom can’t text me through my new phone number that I received through my plan. I’m don’t understand. I thought I could text through my plan?

You need to go into your settings on your iPhone and enable send by SMS/MMS. Then when connected to wifi or thru iTunes check for any software updates and update your carrier profile so you can use mobile data and send/recieve MMS. (MMS only requires mobile data enabled on your iPhone it does not use add on or plan data unlike iMessage.) You may also need to update your phone number in your Apple ID.

You're likely relying on RCS messaging, vs SMS messaging.

If Android, try adjusting Chat messages options.

1. tap Messaging app, 
2. tap 3 little dots top right, 
3. select Settings, 
4. under Chat settings, scroll to "Select default messaging type", 
5. toggle it to Automatic or Text/multimedia msg

For Apple, adjust the iMessage settings:

1. tap the Settings app,
2. tap Messages,
3. turn  iMessage off by toggling the switch to grey from green.

@Emmawaddell8 your friend and mom not sending you regular sms but iMesaage.  IMessage needs Wifi or  Mobile data.  If you turned on data and it does not work, you would have used up your data.  afterall 250mb is not a lot.  Login My Account using Incognito mode to confirm if you used up the data
