My mother has her public mobile phone in TTY mode but cannot initiate a 711 call because an operator answers. Plus banks won't talk through a middle person. She cannot hear at all.

Thank you all. That IP relay service seems to fit her needs. I'm waiting for my call from her.
It was my bad saying TTY, as that's what she told me.
@Grinch some people seem to over complicate their lives by having 3 accounts over 2 different banks, and she's in Nanaimo. Thank you.

@Wayneo Looks as though PM must provide IP relay service but not TTY. See: https://crtc.gc.ca/eng/phone/acces/mrsrt.htm

I am not sure if TTY is offered by Public Mobile, but check with them directly
submit a ticket with CS Agent using Chatbot here:

Type the question "Submit ticket", Then click the following in order: "Contact Us" , "Other", "Log In".
