My data not working

I have data and I turned on data on my cell and not working ...

My phone works but data not.

Also I cannot send or receive the picture mesage.

As mentioned reset your APN settings, reseat the SIM card and reboot your iPhone. 

What model of iPhone do you have?

iPhone 3/4 APN settings cannot be updated manually. You will need to connect to wifi, access http://www.unlockit.co.nz/mobilesettings/ with Safari, then follow the directions there.

@Lorin33 try a network reset and restart your phone if it doesn't automatically do so. 

Reset your Network Settings.

Go to Settings > General > Reset > Reset Network Settings. This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you've used before.
