My cell phone has two slos for sim card so 2 different plans

@loveshouldbethe   dual sim phones are good. You can have 2 sim card and 2 different providers.  Some providers have data only plan for around $15 or $20 for 3Gb.  You might want to setup one for your data usage.

Yes you can do that if your device has dual-SIM,

for public mobile each account have be a separate only by Email, but you can use all other information same like credit card,, password,, home address,,account 4 digit pin,, and security question,, all info you can put it the same to you don't forget the info you know,
and also you can put it each account different info if you want to,
but each account need Email different.

Yes, you can have two different accounts or use two different providers.  You can check your settings to designate which sim 1 or 2 to use primarily for either calls or data.
