Public Mobile determines which province/territory tax to apply solely on your phone number. I believe you will continue to have access to QC plans as long as you have a QC phone number, regardless of where the service is actually used, or what address is associated with your credit card payment information.

As mentioned, you can keep your number with the move. No action is needed.
Certain phone plans (ie. landlines) would be calling long distance for your Quebec number when you move to Ontario. That is one potential disadvantage. Not an issue for mobile to mobile calling since most plans are Canada wide there days.
