My elderly in-laws have a public account and can not access it.
Their Credit Card expired and they need to update it with the new issue and expiry date.
They had to create a second email for his account that they have never used. When they try to log in it sends a confirmation to a recovery email no one has ever heard of.
We can not access anyone thought chat to get any advice on how to proceed.
Can we register a new account with a new email account using the same SIM chip?

Did someone else set up the PM account for them? If so, you should contact that person and find out what email they used and if they still have access to it.

Do NOT try to create new PM account as each account has to be associated with unique SIM.
Your SIM is already registered with PM.
It could be they forgot what email they used to register with PM. Open a ticket and agent will be able to update their email address.
You can redirect confirmation code to be received by SMS if service is still active.
