i have had a $15.00 account with Data , this last month i lost my data and don't understand why. i got a notice that i had used 90% of my data . Shortly after making my  monthly payment i got a notice that i had used 100% of my data. i made my monthly payment and no there appears to be no data attached to my phone, over the year i have never gone over my data usage and need data to use my phone !

thanks , ill disable Wifi assist and see if it help, may change the plan to include more data , as i do need to use it ,

When was your payment due date?  Did you pay the $15 on the payment date or prior to the payment date?

if you have been a long-time PM'er...you may have accumulated free Holiday gift data that got used once regular plan data is exhausted. Thast data might be gone now and the 250mbs data with the $15 plan isn't mush data. Make sure to disable data to any and all apps that you don't use regularly. Also disable Wifi Assist in settings.

lately, the system has a 100Mb data to start, some called that buffer data.  But I was told you will still get to use full 250Mb data

Are you on the grandfathered old $15 plan with 250 mb data?  

You likely somehow used up your data for that payment cycle.  You can check your usage history from your self service account.  Sometimes your phone itself will use up data without you knowing (ie. background processes, certain apps).  The data tracker is usually quite accurate.  

250 mb data is small amount of data and can be used up quite quickly.

You should always check your data status at PM web site as these messages might not be always correct.

The other options is if you keep data on all the time then either phone or apps will use it as much as possible to get updates and whatnot.
