International call to Saudi Arabia

I have 500 international minutes in my account, however when I try to call to Saudi Arabia it says “please check the number and try again” or sometimes it will just end the call without even dialing. I’m calling in the format:

011966xxx-xxx-xxx

Why these countries only - any idea
