Install eSIM in new Samsung phone

The SIM card doesn't have to be active.  An inactive/deactivated/never activated SIM card will work.

It is a Samsung policy to setup the phone with an active sim card.   

As a workaround, you can borrow a sim card from a friend to complete the device setup tirst, set Google account and Samsung account on the phone.  After that is set, you can remove the sim card and download PM app from app store and login and  buy eSIM
