My plan is 4G speed, unlimited Canada and US wide minutes and messaging plus unlimited international text and picture messaging. I have enable roaming on my phone. I need to receive verification code in txt msg from a U.S. online portal in order to log in. But the attempt was failed.

receiving 2FA text from US bank has nothing to do with whether you have roaming or not, and also has nothing to do with VoLTE whitelist or not
International shortcode text, like 2FA text from US banks, are not guaranteed., it is a hit or miss. Regular international text are ok but not shortcodes. It might work on some providers sometime and experience show it will broke sometime
only Canadian shortcode text found here are guaranteed

So, it is better to check with your overseas bank and see if you can receive the 2FA using other ways, such as email or authenticator app. I understand email is not an option for you, check with your US bank and arrange alternative or disable 2FA completely.

yes, it is for USBank online banking login. They dont have 'send code to email' alternative.

@WhatEverDude I believe there can sometimes be problems receiving 2FA codes sent on short codes from the USA to Canada. Is it a financial institution? Does the portal give an alternative such as email that you could use? It may not be a PM problem but to do with the sender.
