I just want to confirm whether or not I'll be charged again for changing my plan. Its still a $40 plan but with better benefits. My billing cycle just got renewed and I was charged on the 19th, if I update my plan today will I be charged another $40?

Since your renewal was yesterday you can always contact customer support and ask if they would be willing to switch over your plan to the $40/15gb plan. If you only just recieved the emailed or texted offer informing and/or offering you this plan they may be willing to switch over your plan. They are not obligated to do so but they may be willing so it's very YMMV. Good Luck!

Yes, If you change plan immediately you will be charged. So you should change plan set to at renewal date.

Yes, if you do change plan NOW you will be charged whatever new plan cost.
Do a plan change on next renewal and then there will be charge for new plan only at renewal date.

If your plan just renewed and if you switch plans now, then yes you'll have to pay the full $40 for the new plan and switch.
Just schedule your plan change for your next renewal date, so you won't get charged twice or losing any thing from your current plan.
