Do you have any service right now with Public mobile? If you port is stuck, you should still be able to text out and call out. Data should be working. Just unable to receive calls and texts at your original number.

I called my previous phone network and they told me to resend another request for porting out, but I cant do any request to retry porting it again

When you port, Public just asks you for your account number. Do you have that on an old bill? Or you can use the IMEI on your phone instead of the account number.
