If you use an iPhone and you happen to have a spare old iPhone (iOS 8 or later) laying around, then you can use iOS's built-in Text Message Forwarding.

It's very easy. Just leave your PM SIM card in the older iPhone and leave it in Canada on and plugged into power. Any text message received (SMS or iMessage) will be forwarded to your iPhone. Both iPhones need to be logged in with the same Apple ID. You can send and receive text messages seamlessly using your PM number. I use this feature all the time when I'm traveling overseas.
Of course you will need a Wifi or data connection while overseas in order to receive these forwarded text messages. Either get a local SIM or use a service like airalo.com (assuming your iPhone supports eSIM).

Your info is correct if someone is in USA, but it does not apply in this situation.

at public mobile only service Canada and USA,
but you receive texts maybe you have an iphone and your iMessage is on,, but for call you can't receive...

If I am correct, I think UAE will provide you with a free phone there? If so, then you have Mobile Data there. Try to use VoIP app like Fongo or TextNow. Then ask your friend to send you via the temp. voip number.
If you are concern about 2FA text , you might have no choice but to contact your bank and see if there is other way to authenticate you temporary. Also, since you have another similar posts a year ago, sound like you travel a lot. You will probably better off to switch to other form of 2FA (email, authenticator app) instead of sms. Yes, might not be able to do now, but keep in mind of next time.

You had a similar situation in January 2020 and several options were supplied to you at that time (which are being reiterated today by other users)
My advice to you would be to utilize whichever option worked best for you then.

If you need texts for 2 factor authentication (ie. banks, PayPal, etc), you may want to check to see if the above works before hand.
If you travel a lot and need roaming, might be easier with other mobile companies and pay the extra for the convenience of having international roaming. .

@thatguyman if you currently are in UAE, then you can't get texts or calls. The only way around this is have a friend in Canada but a on sim activate it then initiate a sim swap . Once done the new sim needs to be in a phone and phone needs to be on and a sms forwarding app needs to be installed

PM has no coverage outside Canada and US, so you'll need to get a local plan for your use. Or try a voip like Textnow if you have easy access to wifi.
