seems like if you're re-buying the same add-on after the first has expired...you must wait an additional 24 hours from the time first one ran out. I know it's hoockie...but you must wait. Alternative is to get CSA to add it for you right away. Alternative to the alternative... you can buy one of the other US add-ons...just not the same one, until it expires + 24 hours.

I think he means like immediately before. As in, do you see the previous one and does the day counter show 0/15 or maybe 1/15?

Critical part to US roaming depends on T-Mobile or AT&Y coverage and whether you can connect to T-Mobile or AT&T network or not
Try T-Mobile first, If the phone is not connecting to T-Mobile, change the Network Connection from Automatic to Manual and select T-Mobile
If your issue is with data, make sure your Roaming Mobile data is enabled and your have disabled your mobile data limter
If your issue is with voice, make sure VoLTE is enabled on the device setting. And if it does not work, try to change the Preferred Network Type or Network Mode to 2G and see if the calls goes through
If T-Mobile does not work, try the same with At&t.
Also, you can download VoIP app TextNow as a workaround to make calls and text if you have Wifi or if your roaming has data component and data is working

Do you have manual network connection or automatic? You need to connect to either T-Mobile or AT&T. Automatic would connect to either. Did you turn on roaming data? Is this a re-buy of the same add-on?
Adding - is your networks set to 3G (WCDMA/UMTS)?
