I activated my new SIM card last month, bought the plan $35/month, and added the promotion code on the payment page and also the reference code from my friend. However, my friend and I didn't get anything as the benefit said on the Public Mobile web. Who should I talk with to deal with this problem? can anyone help me please?

As long as you can still find that bonus on a webpage, a CSA should be able to manually add this for you.

When you entered the referral code and promocode did you get a checkmark confirmation like below? Regardless contact customer support to add both codes to your account.

If you are referring to the PM bonus ad on Facebook, you were require to enter your email address prior and wait for an email back from PM.
Refer a Friend $10 credit will take 72 hours to be added in your account and your friend should have got a "Cha-ching" text indicating that someone use their referral code and will get $1/1point (depending on Reward/Points system) in their account.
If either are not added in 3 days, contact a CS_Agent by SIMon Chatbot or private message them to look into this for you.

Are you sure that you clicked "Add" for each code after entering the bonus and referral codes? If you entered the codes, but did not click "Add" before clicking on your payment method, the codes may not have been applied.
I activated on Monday using both a referral code and the bonus code that was tweeted out on June 15, and both worked. However, the bonus code was 12MONTH2GB, not 2GBBONUS.

@caotrangcon there is no official announcement about the 2GB Bonus promotion is in fact going out. But I also got a confirmation from a PM Support that there was a 2GB bonus promotion around 2 weeks ago, but the support didn't tell me when that will be expired
So, best to confirm with a PM Support if your friend is entitled to the 2GB extra
For friend referral $10, it usually show up as Available fund in MY Account within 72 hours, he can also open ticket with PM Support to confirm
