To add to what @hairbag1 has suggested, try to avoid using IMEI number from your phone and instead go with the account number of your previous mobile company, you'll have less problems

you must download the free Public Mobile app to activate a new PM account.  During the Public Mobile activation process , you'll be given the opportunity to transfer your old number to your new PM account. Make sure your old account is still active. You activation date will start when you successfully create the new account and select your desired plan option.
