How long it takes to activate the plan?

I've activated my SIM card but still didn't see any network.

Also, I saw they ask me for SIM network password??? I bought my hp used sometime ago, does it mean it's locked?  It didn't prompt me now and I can still go inside my hp and surf and watsapp.

@danlee this means your phone is locked to anohter carrier.  You need to contact that carrier to unlock the phone to use it with Public Mobile.
