This is what I received from the so called Artificial Intelligence thing after wasting days trying to find out how to activate the new SIM card:

Unfortunately, paying with a voucher is not an available payment option according to the provided context."
Apparently it is necessary to have a Credit Card to use Public Mobile!! After buying and paying for a Physical SIM card it is now also apparently impossible to use it unless you are willing to be forced to use a Credit Card to set it up.
This would seem to be or, is, deceitful marketing at its best as nowhere does it clearly state this is a requirement before you have wasted your money buying the SIM card and having it mailed to you.
Also it is extremely difficult if not impossible to contact anybody in any support context whatsoever to see if there is any kind of help with this.

yes, you need a credit card or Visa or Mastercard Debit card to activate. Sound like you don't have a credit card, but many bank's debit card is already a Visa or MC Debit card, so you can use that for activation as well
or if you don't have a Visa/MC Debit card, then buy a Prepaid credit card from Shoppers Drug mart or gas station and use it to activate
