Even for new customers, the $15 that is still offered is a region specific offer. Not all new customers can get the $15 plan.

Pretty much only 2 options to downgrade a plan. Keep checking what options you have available and wait, hopefully one is offered. Port out of Public to another provider, then port back to take a plan that is offered to new customers, but rewards are lost.

Sadly, the $15 is no longer available. When you open the app and go to change subscription, whatever is there are the only options you're allowed to change to.

Public mobile only offers personalized plans to existing customers. If you don't see the $15 plan offered in your self service account, then it is not available to you.
It seems that PM mostly offers plans more expensive than your present plan.
