I don't have that problem and I've had Public Mobile for over two years. It's mostly likely the model of your phone itself rather than the Public Mobile service.

@donberkeley - do you have your bluetooth setting enabled? If so, try disabling it and see if quality improves.
Other things to try:
-disable noise cancellation (if applicable)
-ensure you have the latest software installed
-rebooting your phone
-toggling in/out of airplane mode
-try using the phone without the case
-performing a reset of your device's network settings

Phone Info by Samsung is another good app to check your cycle numbers.

Check your battery health, it could happen if it is less than 80% on iPhone.
Androids does not have battery health setting but if you have charged over 500 cycles or more than 2 years…it is your phone most likely.
Try putting the SIM in another phone to check.

@donberkeley that would likely mean a problem with your phone instead of the network. Did you try to put your SIM in another phone? try to get a spare phone from friend and test it out
