I'm on the 15/month plan and my text messages aren't sending, pictures aren't sending etc...
Also I can make calls but not receive calls--it goes straight to my voicemail

Yes but the problem with text messages indicates that is not the issue.....I'm not saying it's not a good work around it should just be farther down the list of tricks.

@darlicious the 3G ONLY fix could fix the issue as a workaround because it could be the phone not switching between LTE to 3G quick enough when voice call comes.. Outgoing calls might not see the issue because it has more time for the phone to switch, just take longer to connect

The 3G "fix" is for voice call issues. Data and texts work on both networks. If the OP can make voice calls then switching to 3G won't fix the issue. Toggling airplane mode on/off as a suggestion after rebooting may fix the issue as the problems reported could all be due to a poor network connection.

@scharles075 - are you new today or in the last few days?
Did you port over a number?
Check that your DND (do not disturb) setting has not accidentally been turned on.
Try one or more of the below:
*turn off your phone, leave off for a few minutes, then reboot
*removing your SIM, then reinserting it
*go into airplane mode, then going back to regular mode
*perform a reset network settings on your device
*manually select the 3G / WCDMA ONLY network in your Mobile Connections area in your settings (temporarily) for dropping or unable to make incoming/outgoing calls
Edit: you said picture texts are not sending...you need to enable MMS (if iphone) in your settings, and you also need to turn on your Data to send/receive MMS/picture texts.

@scharles075 Try these steps
1. Reboot the phone once
2. try to change network setting to 3G Only/WCDMA only
3. Try to reseat your SIM (power down, take out sim for a minute before putting it back and power up again)
