sorry, this is the disadvantage for ESIM.
Most providers have this charge for eSIM transfer. Physical sim is better, it is really one time charge only

iif the eSIM was already installed and you deleted or try to transfer to a new phone, you need to re-buy a new on using the app
download the app, click ⊕ on the bottom left to bring up the menu and go to Subscription & Add-on page, scroll down to the bottom and click Shop SIM Card Now. You can buy and install eSIM from there
If the eSIM was never installed , then you can get the eSIM QR code from the welcome email or message support

Each QR code is one time use so if you are trying to re-add or put the eSIM on a different device you will have to re-purchase an eSIM for $5. Go on to Public Mobile app on the device, go to subscription and add-on’s, and then near the bottom of the page is an option “Shop SIM Card Now”
