I can’t call out . My account is active . I haven’t used all my data. I restarted my phone and I toggle the airplane mode on and off.
I got an error trying to log a service ticket also.

I tried that.
I can call out on some numbers but not others.
example I cannot call myself at work but I can call my cell from my work phone.
I had my granddaughter, call my work number and it worked fine.
This is not just a fact one number there were four numbers I tried to call out this afternoon from my cell phone nothing and nothing happened.
I called on my work phone and all the numbers went through.
And my husband is having the same issue with his phone. He can get calls in but not all outgoing calls will go through.

Go into your phone settings, click on Network Selection and take it off automatic if it's set like that. Pick PM as an option. Restart your phone.

@Debter Maybe try resetting network settings ? Can you try SIM card in another phone to test . If you need support please submit ticket here
