When I signed up for Public Mobile. I was double charged. I am unable to submit a ticket through the usual channels (I just get a 404 error).
Please tell me how to proceed.

Keep an eye on the top right corner for their reply.
However, before you do, please contact your credit card company or bank to confirm it's an actual double charge and not just a pending charge. Those two are often mistaken.
