I was double charged for my phone bill and the website and app will not let me submit a ticket. It either says "we encountered an error in your request" or "error". I tried to send a private message to "@CS_Agent" but it says user does not exist. I'm all for cheap phone plans, but I'd like customer support to actually exist and not be unreachable... I feel like I've tried all my options?

Have you only been here for a month? Did you have some trouble during sign up?

if charged twice and not a pending charge on your credit card, and you don't see the extra charged showing on Available Fund on My Account, please submit a ticket with CS Agent here, they will confirm and arrange refund :

It seems that the private messaging to a CS_Agent worked for me by clicking on your avatar then Messages and send message to CS_Agent.
Are both charges Posted or are they Pending on your CC statement?
