Declined incoming call become outcoming?

Every time when an incoming call leave a message, it will become a outgoing call to the message centre?

yes  it is normal, but it won't cost you outbound minutes, if you are in $15 plan. But remember, checking voicemail  from your phone will cost you the minutes

unanswered calls will go to your voicemail. If you have the $15 plan with limited calling minutes, be aware that checking your voicemail use up minutes.
