If I sign up for the $40 GB 4G plan and get the 12 GB of free data, can I swap back to the cheap 3G plan I have now and keep that data? Or would it be lost?

No. Changing between plan speeds will lose that 12gb promo data.
"Sign up" is a different term than "I have now". You can't get the 12gb promo with an existing account.
@RAINBOWBRITE for the 12 GB bonus data (code 12GB12month), you will loss it if you ever make any plan change.
Why don't you just activate $40 for 15GB? not as many as 4+12GB, but it is good "forever", not just 12 months
