Could the SIM card be IN the device? (agree, it probably shouldn't be, but worth a look...)
Was there no SIM card packaging with the device at all?
I'd request that Public Mobile courier one to you since you've already waited for the device to be delivered and you shouldn't have to wait excessively long for the SIM card which should have accompanied it.
