Check out Facebook Marketplace. Lots of people selling phones, and the sellers have ratings so you can typically find trusted people.

I would personally go on Kijiji and get a used IPhone. After the IPhone 11 releases the other iPhones on Kijiji will be filled with people selling there old phones. You can get a pretty great deal on there by searching for a little while

Best Buy.ca has a list of fully refurbished phones at a range of price points. I purchased an iphone se from them and am happy with it at the price I paid.

Be wary of getting a phone from sellers on sites like kajiji or classified ads...lots of reports of scam deals and blacklisted phones after the sale.

Amazon.ca has several budget smartphones from Samsung, Huai wei, Blu, etc.
