Unfortunately, you can't talk to someone over the phone. You have to submit a ticket. You can do this by speaking with the chat box bottom right corner. And The chat box is supposed to solve problems if possible but if it can't, then you need to submit a ticket. Just be aware that it might take a while for the problem to be fixed.

Reset the Network settings on your phone and see if that will connect to PM.
