No worries - you should not be charged until you activate the SIM card. You could skip the frustration by activating by e-sim . When did you actually order the SIM card?
Before the Canada post strike, PM was using mostly Canada Post. It usually took up to 10 business days to arrive.
With the strike, PM has changed delivery carriers.

they charged you but the cycle won't start until you start using it. So, you won't got charged a 2nd month any time soon
For the sim card and activation, when you placed the order? Sim card delivery can be 3 days to 3 weeks here
But best to ask PM support agent for status, you can submit by direct message:

Better to ask if you can pickup another one from a nearby Telus or Koodo store instead of wait longer to have them resend a new
