Starting to day I can't receive text and all calls go to voicemail.
I can make calls and send texts
Checked settings on my phone and all looks OK.
Any suggestions?

Yes, that is my situation.
Nothing incoming works but outgoing is fine.

Credit card is not the issue. My account is paid up until end of April

This happened to me on Saturday and ongoing since, i can call/text out but cant receive calls/texts. Been with PM for a long time, no payment/data issues. Messed around with flight mode/reset internet settings/ restarted. nothing. frustrating.

Has your credit card recently expired? Or already expired? They suspended one of my accounts last weekend without warning after the card expired 10months ago. it was on iphone so it couldnt call or text but imessage still worked.
I suggest you check your method of payment and try to update it proactively so you don't get caught like I did. I'm still waiting to have it fixed.
We need people with CIBC Visa cards to try to update the card info so I know if i'ts just me or the whole system isn't accepting visa from them.

are you a recently new customer of PM ? Did you recently attempt to port your number in to PM from previous network ?
