I can’t receive the text to confirm my identity because the phone I am trying to set up is for someone with dementia and has no texting capabilities…can the code be sent to the email?

Nope ..it just resends code without any options to change to email..I will try to log a ticket

the first text confirmation might not be able to changed to email, but you can try
On the screen it is expecting you to enter the code, click Didn't get the code? or Resend code and then choose Send email
