You won't be able to open proper Chatbot ticket, so just message them

explain to PM you don't want the plan and ask for refund. As long as the plan not fully activated, they will provide refund
on your old plan you should be able to see the $29 plan. Try using both app and browser with Incognito mode (of course login with the old email)

I created a new subscription with new email address and paid with credit card. My original account did not give me the $29 5g plan thats why i created new sub and email

my $19 plan has $29 Can/US/Mex option there, don't know why you don't
so, if you rather keep your phone number, ask PM to cancel the new account for you
if you rather new plan and ok to get new number instead, then proceed to choose new number. Just make sure to cancel the old account

I tried upgrading my plan on my original account but it did not give me the option to sign up with the $29 5g plan. So i created a new account with new email, paid with credit card and now after downloading app its no letting me proceed to the next step as it won't transfer my phone number.

you shoudn't do that. if you have not use the plan yet, you can still ask PM to cancel the plan and refund
instead of new plan, you should login to My Account and choose Change plan. Use Change on Renewal option unless you need the extra data now

I downloaded app to complete registration but its not allowing me to transfer my same phone number and can't proceeed to the next step of activating my sim

@Hardcore if you are able to login to your Public mobile app, go into the Accounts tab and select "Transfer Phone Number". Make sure you have your old carrier's account number so that you don't have any problems

to change plan, you just need to login to My Account, go to Change Subscription page and choose the plan you want. if you have a $19 plan, you should see the $29 plan there on your My Account

did you create a new subscription with a new email address? or did you login to My Account using the same email login and change subscription there?
