You can request a second order if SIMs were lost in mail
Promo price will be honoured just make sure you mention first shipment number

Yes your SIMs will be elligible for the promo plan:
Just keep a record of the original confirmation to prove the order date (or your credit card record).

Things are very backed up due to the recent promotion.
PM will honor the promotion for anyone who ordered SIMs during the window.
Mods will be able to help your track your package or dispatch more SIMs if needed.
As frustrating as it is you'll just have to wait.
