If you have an existing account, you can’t add another line to the same email address so 1 account/1 email.

the question is .. that email address, is it currently tied to another My Account on PM already? or it was used on another account before , even it is not inactive?
PM is email must be only used on one My Account. If you have used that email address on another account, then you need another email
if you never used that email on My Account, that could be a glitch, you can either submit ticket with agent and get them look into it or you can just use another email address

Step 2 of 6 is account creation. If you have used that email before with PM account, try a different email
(Actually I would try using a different email address to create a new account anyway just via step 2)
