I was able to make calls in Canada but not in the USA while roaming don't know why.

Slide two fingers downwards starting from the top of the screen.
Press the settings icon.
Press Connections.
Press Mobile networks.
Press Network operators.
Press Select manually and your phone will search for networks.
Press the required network.

Had to switch from AT&T to T-mobile and now it works able to make calls.

If you have the US/ CAN plan and your phone is not on the VoLTE whitelist with Pm then you may have to use a Voip app such as TEXTNOW.

@Mary49 The Samsung A20 is not on Public Mobile's VoLTE list, how do you know it is on VoLTE? A non-VoLTE phone would need to try and connect to T-Mobile on 2G. Lack of VoLTE does not impact data or texting, they should still work regardless.

My phone is a Samsung A20 connected to the AT&T network. Data works and texting no issues. Try calling and you get busy signal.

@Mary49 Assuming you have a Canada-US plan (or US roaming add-on) most likely your phone is not capable or enabled for VoLTE. In Canada we still have a 3G network for non-VoLTE phones but the USA does not. Check if your phone is on the PM VoLTE approved list here

Critical part to US roaming depends on T-Mobile/AT&T coverage and whether you can connect successfully onto either network.
If the phone is not connecting to T-Mobile/AT&T, change the Network Connection from Automatic to Manual and select and test both T-Mobile and AT&T and see which one you can connect.
For your issue with voice, make sure VoLTE is enabled on the device setting. And if it does not work, try to change the Network to T-Mobile ONLY, and change Preferred Network Type or Network Mode to 2G and see if the calls go through.
Also, you can download VoIP app TextNow as a workaround to make calls and text if you have Wifi or if your roaming has data component and data is working

Public Mobile is a prepaid service. Therefore you'd have to purchase a US add on if you wish to use your phone in the US or change your plan to a Can/US plan.
