My plan says unlimited Canada Wide minutes but will not complete a call due to using all available minutes. The recording says I should buy more minutes

Try to reboot your phone (turn off/on), pull sim out, wait a bit, push it in and try again.
For some reason some customers do get this message and if you want to find out why, open a ticket. Maybe agent will have an explanation and solution. Then let us know what was the answer.

it is very common false alarm. Usually you just need to reboot the phone and it will work again
if not, you can try to call by putting a 1 in front of the 10 digits number. If already using a 1 , then try just calling the 10 digits only without the 1
