The question was originally how to get the watch to use the phone plan's data. This is absoutley possible through tethering.

@Greenie !only thru Bluetooth . pM does not support eSIM for Apple Watch

Sadly you can't. Pubic Mobile doesn't support Apple Watches at this time. Only higher end like Telus does. Sorry dude.
