I purchased US talk tex data on July 22 and didn’t receive texting service till July 24, 7:30pm. What is my recourse?

as you got the service late, probably you should contact CS agent and express your frustration and ask for some compensation
to open ticket with CS Agent:

After ticket is submitted, make sure to check your Community Inbox(top right corner envelope icon) periodically for response from PM's CS Agent
If you have problems submitting a ticket, you can also send a private message to the CS Agent (but this can take longer):

@Kmonforte Submit a ticket via chatbot and ask customer support as to why you weren't able to use your roaming add-on after purchasing it. Perhaps they will offer an account credit for some or all of the cost of it, although no guarantees.

use browser from computer, clear cache and cookies and use one page inPrivate mode,
check it out the add-oms is showing in your account.
