I have a sim card, not activated. Currently in Texas can I activate from here and keep my Canadian phone number?

It is possible to activate a new account while in USA, but it might be trickier porting your Canadian number while in USA. You will need to receive confirmation port request text from your old carrier. Do you have US roaming with your present carrier. As mentioned before, it might be easier to activate with a temporary Canadian number. Then port your old number when you come back to Canada.
FYI, if you do activate a PM account, your PM phone will not work in the USA unless you purchase 10 day roaming ad on packages (except incoming texts are free and do not require add on.)

Yes, you can activate SIM and create PM account from anywhere. Access PM web site and follow instructions.
I would suggest to pick ANY Canadian available number in your Canadian area code and when you confirm everything works as expected then initiate transfer of your current mobile number (if you have any and want to keep it).
Have email and credit card handy.

Find a wifi hotspot and log in to PM website to create your account. Take a new number...then when phone is working properly, initiate a port from old Cdn cell provider.Make sure old account is still Active. (Remove automatic payment method though)
