My new iPhone XS Max is asking for an activation code and it's not reading my sim card, Can anyone help Me?

@melneddow85  - does your Public Mobile SIM card work in another device with issue? Just getting that part out of the way?

 

For this particular phone, you may need to contact the seller or former owner.

Sound alike a device issue, I've heard this happening with iPhones, I can't recall similar issue with android

If everything is on the up and up then....

From your iPhone, iPad, or iPod touch
  1. Go to Settings > [your name].
  2. Tap Password & Security.
  3. A message says "Account Details Unavailable." Tap Get Verification Code.

Your SIM card previously was in your old phone and working perfectly normal with pm services? Was your old phone an iPhone as well? Did you you connect to WiFi or iTunes and check for any software updates and update the carrier profile to public mobile? What is the exact message you are getting from the phone?

To me, this doesn't sound like a Public Mobile issue.  iPhone devices ask for these codes to make sure that you own the device.  Where did you get this phone form?
