My brother can't get into his account for a year now, and we tried signing In but it won't let him & we're tried resetting the password but it won't sent the email to him... we need help!

Does your brother have active service? Try calling 611 from his phone. Do you know the login credentials? If so and his service is active try logging in using a laptop or desktop computer

I hope he kept up with payments for a year or his account will be closed and he won’t be able to access his account.

Indeed @georgiamouse02 , it's been said that if one does not log into their self-serve account at least every 90 days, that access needs to be 'reset' with the Customer Support Agents before one can access it.
Kinda a funny thing, however it appears to be valid.
Perhaps request your brother set a reminder every 85 days to log in just to avoid the inconvenience.
