I can see Public Mobile under Network but the data is not working. Can someone help! Thanks a lot.

Pushed APNs are user-selectable, "as delivered" but no editing or required.
All the tier-one and tier-two operators (Telus, Koodo, Bell, Virgin, Rogers, Fido) push their APNs. In my area, at least.
Freedom/Shaw do, too, though only in their Zones.
I don't know if Lucky and Chatr do. I think they might, I have no way to confirm. But if they do then Public Mobile is the only holdout, the only Big Three/Four operator whose customers experience a problem with UI-locked phones.

@VC59-public If that is the case a Freedom sim card can be used to enter the Public Mobile APN settings.
Another option is to submit a ticket to Public and ask them to send you a special text file that will automatically add the correct APN settings.
To submit a ticket hit the ? bottom right of your screen.

Thanks everyone for your reply! I note that I can't edit the APN settings. According to the below articles, it seems to me that it won't work because of an Android 8.1 issue. I may need to leave Public Mobile!

Good of you to search but don't stop there. There are some known workarounds. Using a Freedom SIM or a couple others would allow editing. An off-google-play app apparently works. Some kind of texted file from Public Mobile might work.
This is not a problem with just Public Mobile.

You need to configure your APN correctly to get your data working on your phone.
1. Restart your phone with your PM SIM card inserted and data enabled to let it configure your APN settings automatically.
2. If phone restart does not get your data working again, your need to configure your APN manually.

Does text and talk work? Did data ever work before with Public mobile? Which plan are you on?
Maybe try rebooting your phone. Network reset. Might need to check your APN Settings.
