A note about carrier-branded devices: Some phones devices (often from some U.S. carriers) block the feature out at the device software level.

if it's an android phone, it should be easy to enable the WiFi hotspot in settings and just connect to it from your laptop as normal like any other network.

Just to add. If it's an iPhone you may have to switch APN from sp.mb.com to isp.mb.com or vice versa to get the hotspot going. Not for all iPhones but some users encounter this.
EDIT i see an older Post from you saying you have a Motorla Droid RAZR. Here's the instructions.
Let us know if you're still having issues.

Whats the make and model of your phone and your laptop?
Edit: If it's android it should go like this *To turn your Android phone into a hotspot, go to Settings, then Mobile Hotspot & Tethering. Tap on Mobile Hotspot to turn it on, set the name of your network and set a password. You connect a computer or tablet to your phone's Wi-Fi hotspot just as you would connect to any other Wi-Fi network.
